MEETING

SUMMARY

OF AUGUST 8, 2002, BETWEEN THE NUCLEAR REGULATORY COMMISSION STAFF AND NUCLEAR MANAGEMENT COMPANY, LLC CONCERNING UPCOMING POWER UPRATE AND ASSOCIATED SUBMITTALS FOR KEWAUNEE NUCLEAR POWER PLANT The Nuclear Regulatory Commission (NRC) staff met with Nuclear Management Company, LLC (NMC) staff at NRC Headquarters on August 8, 2002, concerning upcoming power uprate submittals and other submittals to support the power uprate submittals for Kewaunee Nuclear Power Plant. This meeting was a Category 2 meeting; the public was invited to participate at designated points identified on the agenda. A public meeting notice for the subject meeting was issued on June 30, 2002, and a copy of the meeting notice was posted on the NRCs external (public) web page (ADAMS Accession Number ML022110392). The agenda was included in the meeting notice. Enclosure 1 lists the meeting participants.

The purpose of the meeting was to discuss the upcoming power uprate submittals for Kewaunee Nuclear Power Plant as well as recent and planned submittals that support the power uprates. The meeting consisted of two main areas: (1) the NMC presentation, Licensing Submittals for Fuel Transition and Power Uprates (Measurement Uncertainty Recapture and Stretch), and (2) NRC feedback. provides the NMC presentation handout.

The NMC staff discussed the three submittals that support the Measurement Uncertainty Recapture (MUR) power uprate: (1) Alternate Source Term (AST), (2) Core Operating Limits Report (COLR), and (3) Fuel Transition. The NRC staff received the AST submittal on March 19, 2002, and the NMC requested a completion date of December 15, 2002. The NRC staff received the COLR submittal on July 26, 2002, and the NMC requested a completion date of February 28, 2003. The NRC staff received the Fuel Transition submittal on July 26, 2002, and the NMC requested a completion date of February 28, 2003.

The NMC staff also discussed the GOTHIC 7.0 submittal that supports the Stretch power uprate. GOTHIC 7.0 is a containment evaluation model that is used for accident analysis. A discussion took place regarding the Mist Diffusion Layer Model used for heat and mass transfer that is contained in GOTHIC 7.0. The NMC staff plans to send the GOTHIC 7.0 submittal to the NRC staff in September 2002, and will request a completion date of March 2003.

In addition, the NMC staff discussed the MUR power uprate submittal and the stretch power uprate submittal. The NMC staff plans to send the MUR power uprate submittal in December 2002, and will request completion by April 2003. The NMC staff plans to send the Stretch power uprate submittal in February 2003, and will request completion by November 2003.

The NRC staff provided feedback to the NMC staff. The NRC staff suggested that previous requests for additional information (RAIs) be reviewed for possible inclusion into the power uprate submittals. RAIs from Byron, Braidwood, ANO, and Point Beach, were suggested for NMCs review.

NMCs request for approval is as follows: 9 months for AST, 7 months for COLR, 7 months for Fuel Transition, 6 months for GOTHIC 7.0, 5 months for MUR power uprate, and 10 months for Stretch power uprate.

The NRC staff observed that the licensee requested dates for completing staff review is aggressive, but will endeavor to complete its review consistent with the proposed schedule.

The NRC iterated that it has established as its performance goal to complete 95 percent of licensing actions within one year and 100 percent within two years. The NRC staff stated that it faces significant challenges to balance its work load, available resources, and budget constraints and achieve its performance goals. Accordingly, the NRC staff observed that it is important that the NMC staff plan their submittals to enable the NRC staff to perform its review in an efficient manner consistent with its performance goals and NMCs schedule.
