REGULATORY CONFERENCE TO DISCUSS A PRELIMINARY GREATER THAN GREEN FINDING AND APPARENT VIOLATION (NRC INSPECTION REPORT 50-305/2005-11) - KEWAUNEE TURBINE BUILDING FLOODING ISSUE; MANAGEMENT MEETING TO DISCUSS KEWAUNEE IMPROVEMENT INITIATIVES

Dear Mr. Christian:

This letter refers to the public meeting conducted on November 8, 2005, at 1:00 p.m. Central Standard Time, at the Nuclear Regulatory Commission (NRC) Region III office in Lisle, Illinois.

The purpose of the meeting was twofold: to hold a Regulatory Conference to discuss a preliminary Greater than Green Finding and Apparent Violation associated with Kewaunee Power Stations (KPS) turbine building flooding issues; and to hold a management meeting to discuss KPSs improvement initiatives.

The Regulatory Conference was an opportunity for Dominion Energy Kewaunee Incorporated to provide any revised or new information associated with the original risk analysis, and any other information related to the finding. The preliminary Greater than Green inspection finding was discussed in Inspection Report 50-305/2005-11 issued on October 6, 2005.

At the Regulatory Conference, your staff presented an overview of the event, related corrective actions, and the methodology and results of your internal flood risk assessment of the finding.

Your staffs presentation also included a discussion, based upon the additional information presented, that it is your view that the finding would be properly characterized as Yellow, that is, a finding of substantial safety significance. The NRC and Dominion staffs held extensive discussions regarding specific technical issues related to your analysis, as well as an updated analysis that accounted for recently performed testing and evaluation. Based on this recent information and other NRC questions, it was determined that additional review by the NRC was necessary to determine the final safety significance of the finding. In addition, your staff agreed with the Apparent Violation of 10 CFR 50, Appendix B, Criterion III, Design Control.

Christian In accordance with 10 CFR 2.390 of the NRCs Rule of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS), and is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
