F.nclosed are three (3) signed originals and eighty-seven (87) confomed copies of Imendment No.16 to Consuners Power Co=pany's appli-cation for a construction pemit and operating license for Units 1 and 2 of the proposed Midland Plant.

Amendment No.16 supplements the technical infornation on the tertiary heat exchanger system provided in Jrendment No.15, as requested by the DU staff.

Copies of Amendment No.16 have been sent to each Atomic Safety and Licensing Board member and alternate, to the Chaiman of the Atomic Safety end Licensing Board Panel, to the Office of the Secretary of the Atomic Energy Commission, and to the Director, Division of Reactor Li-censing (2 copies), pursuant to 10 CFR 50 30(c)(2) . Copies have also been sent to Mr. Jerome Maslovski, Assistant Attorney General for the State of Michigan; Mr. Frank Olds, Chairr.an of the County Board of Super-visors of Midland County, Michigen; Mr. Robert B. Chatterton, Supervisor of Midland Township, Midland County, Michigan; and Mr. Julius Blasy, Mayor of the City of Midland, Michigan. A certificate of service on all of the above, except Mr. Maslovski and Mr. Elasy, is enclosed.
