The NRC identified that the inspection report sent to you dated August 2, 2019 (ML19214A181) inadvertently omitted three inspection observations from the report and failed to reference the Independent Spent Fuel Storage Installation Inspection Report number 07200010/2019001. As a result, the NRC has reissued the report in its entirety with the updated subject. None of these changes affected the technical content of the report.

Dear Mr. Sharp:

The NRC identified that the inspection report sent to you dated August 2, 2019 (ML19214A181)

inadvertently omitted three inspection observations from the report and failed to reference the Independent Spent Fuel Storage Installation Inspection Report number 07200010/2019001. As a result, the NRC has reissued the report in its entirety with the updated subject. None of these changes affected the technical content of the report.

On June 30, 2019, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Prairie Island Nuclear Generating Plant. On July 2, 2019, the NRC inspectors discussed the results of this inspection with you and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspectors did not identify any finding or violation of more than minor significance. SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Prairie Island Nuclear Generating Plant in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. PLANT STATUS

===Prairie Island Unit 1 operated at full power for the entirety of the inspection period, with the exception of 1) a power reduction to 40 percent power on April 27, 2019, to address elevated bearing vibrations on the #11 feedwater pump. Unit 1 was returned to 100 percent power on May 1, 2019; and 2) a power reduction to 75 percent power on June 4, 2019 for a flexible power operation demonstration.

Prairie Island Unit 2 operated at full power for the entirety of the inspection period, with the exception of a brief down power on May 28, 2019, to support main generator capability testing.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed plant status activities described in IMC 2515 Appendix D, Plant Status and conducted routine reviews using IP 71152, Problem Identification and Resolution. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

The inspectors closed Unresolved Item 05000282/2018002-01; 05000306/2018002-01, Results of ISFSI Cask Array Dose Calculation Not Incorporated into FSAR. The details of this review are documented in the inspection results below. No findings or violations were identified.

INSPECTION RESULTS

Observation: Aggregate review of Adverse Condition Monitoring Program 71152 The inspectors reviewed, in aggregate, plant issues being monitored as part of the licensee's adverse condition monitoring program. This included a review of programmatic requirements and processes, as well as discussions with engineering and operations personnel to determine whether active adverse conditions, in aggregate, were manageable. The inspectors also reviewed whether the licensee was appropriately monitoring adverse conditions by establishing criteria or set points for which further evaluation or action was designated. The inspectors determined, overall, that the licensee was effectively managing adverse conditions and no concerns were identified as part of this review.

Observation: Review of 10 CFR 50.65 (a)(4) online risk management program 71152 The inspectors reviewed licensee procedures and processes, and interviewed knowledgeable licensee personnel regarding the station's implementation of their online risk management program. In particular, the inspectors questioned the licensee's bases for determining whether equipment remained available or unavailable with respect to online risk and work management following certain emergent issues during the inspection period. For a few instances where the licensee determined equipment to be available due to the ability to start, the inspectors questioned whether consideration was given as to the ability for the equipment to continue to perform its function for any particular amount of time. In some instances, based on discussions with the inspectors, the licensee revisited their availability bases and modified the online risk model to reflect unavailability and/or implemented measures to minimize any impact to overall online risk. Based on these revisions, the licensee initiated changes to how availability bases decisions were documented in operator logs, and also improved interactions with licensee risk analysts when complicated availability questions arose going forward.

Observation: Prairie Island Event Notification 53853 and retraction 71153 The inspectors reviewed Prairie Island Event Notification 53853 submitted on January 1, 2019, as well as the retraction of this EN made on March 22, 2019. The EN was submitted due to both Unit 2 emergency diesel generators being briefly declared inoperable during extreme cold temperatures on January 31, 2019. Following the period of inoperability for D5

& D6, the licensee performed calculations to show that based on the short duration of the low temperatures, the actual lowest temperature that the equipment would have been exposed would not have been lower than the operability limit. Therefore, the EDGs remained operable for this issue and a retraction to the Event Notification was made. The inspectors reviewed the calculations, held discussions with engineering personnel, and determined that the basis for the retraction was reasonable.

Unresolved Item Results of ISFSI Cask Array Dose Calculation Not 60855.1 (Closed) Incorporated into FSAR 05000282,05000306/2018002-01

Description:

In Unresolved Item 05000282/2018002-01; 05000306/2018002-01, the inspectors documented an item of concern associated with the licensees updating of their independent spent fuel storage installation (ISFSI) Final Safety Analysis Report (FSAR).

Specifically, the inspectors questioned whether or not the licensee is required to update the ISFSI FSAR with the offsite dose results of calculation TN40HT-0502 for an array of casks in accordance with 10 CFR 72.70.

To address this unresolved item, the inspectors reviewed correspondence between the licensee and the NRC and interviewed a member of the licensees staff. The inspectors reviewed whether calculation TN40HT-0502 was submitted to the NRC by the licensee since the submission of the original FSAR. The inspectors determined that the licensee never submitted calculation TN40HT-0502 to the NRC. Further, the inspectors confirmed that the ISFSI FSAR contained the results of a separate offsite dose analysis that was representative of the conditions at the Prairie Island ISFSI.

Since calculation TN40HT-0502 was never submitted to the NRC, and the FSAR already contains results of offsite dose analysis that is representative of the conditions at the Prairie Island ISFSI, the inspectors determined that the licensee was not required to update the ISFSI FSAR with the results of calculation TN40HT-0502 in accordance with 10 CFR 72.70.

  • On June 20, 2019, the inspectors presented the radiation protection baseline inspection results to Ms. D. Wilson, Director Site Performance and Operations Support, and other members of the licensee staff.
