SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an emergency preparedness inspection at Prairie Island Nuclear Generating Plant, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.

List of Findings and Violations

No findings or violations of more than minor significance were identified.

Additional Tracking Items

None.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html.

Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

REACTOR SAFETY

71114.01 - Exercise Evaluation

Inspection Review (IP Section 02.01-02.11) (1 Partial)

(1) (Partial)

The inspectors observed the biennial exercise and evaluated emergency plan performance on June 25, 2024. The exercise scenario simulated an event at the Prairie Island Nuclear Generating Plant that initiated with the declaration and notification of an Alert in response to a reactor coolant system (RCS) leak. The scenario conditions simulated the escalation of the significance of the event, requiring the declaration of a Site Area Emergency which was communicated to the required state and local government agencies.

The evaluation of the Joint Information Center (JIC) was not completed due to the activation of the State of Minnesota Emergency Operations Center (MNSEOC) for the Rapidan, MN dam failure. The licensees JIC, when activated, is co-located at the MNSEOC and was unable to deploy. The Rapidan Dam near Mankato, MN failure occurred on June 24-25, 2024. As a result, the evaluation of the JIC is rescheduled for later in the calendar year. Once the JIC is evaluated, the sample completion will be documented in a future NRC inspection report.

71114.08 - Exercise Evaluation - Scenario Review

Inspection Review (IP Section 02.01 - 02.04) (1 Sample)

(1) The inspectors reviewed and evaluated the proposed scenario for biennial emergency plan exercise on May 28,
