Interim Report of a Potential Deviation or Failure to Comply Associated with Bentley Systems Incorporated AutoPIPE Software

Pursuant to 10 CFR 21.21 (a)(2), Northern States Power Company, a Minnesota Corporation, (NSPM), doing business as Xcel Energy, hereby submits this interim report.

On December 11, 2023, NSPM received Critical Error Notification 1304731 from Bentley Systems Incorporated related to a defect identified in its AutoPIPE software that is used by NSPM for pipe stress analysis and design. This defect impacts all piping codes where load cases are used for stress calculations, except for ASME NB code, where only Force Spectrum and Harmonic load cases are impacted.

In the critical error notification, Bentley stated that they do not have the capability to perform a final determination of whether this error creates a substantial safety hazard since it is dependent upon the user application. NSPM also received notifications regarding the critical error from vendors who have performed analytical services using the AutoPIPE software. In these letters the vendors have stated that they too do not have the capability to perform an evaluation to determine if a defect exists in the AutoPIPE calculations they have performed for NSPM. Therefore, NSPM is currently in the process of performing a Part 21 evaluation to determine if the identified error in the AutoPIPE software could create a substantial safety hazard but will not have this evaluation completed within 60 days of the discovery of the error.

Both the Prairie Island Nuclear Generating Plant and the Monticello Nuclear Generating Plant are impacted by this error.

Within 60-Days following the date of this interim report, NSPM will either submit a complete 10 CFR Part 21 evaluation or an additional interim report providing an update on the status of the evaluation.
