PRAIRIE ISLAND LICENSE AMENDMENT REQUEST - ACCEPTED FOR REVIEW (EPID NO. L-2024-LLA-0020)

Dear Thomas A. Conboy:

By letter dated April 2, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24095A075), Northern States Power Company (NSPM) submitted to the U.S. Nuclear Regulatory Commission (NRC) an amendment request to the special nuclear materials (SNM) license number 2506 for the Prairie Island Independent Spent Fuel Storage Installation (ISFSI). The proposed amendment request seeks to change License Conditions 23(a), 24(A)(2), and 24(B)(2). The subject license conditions are management activities with specified inspection intervals of three months or one quarter. The inspection intervals are not to exceed every quarter for license condition 23 and not to exceed three months for license condition 24. This is inconsistent with similar ISFSI technical specifications (TS) surveillance requirements (SRs), for example, SR 3.1.4.1 and SR 3.1.4.2, which give the frequency as 92 days, and ISFSI TS SR 3.0.2, which allows up to 1.25 times the interval specified in the frequency. NSPM proposes to revise the license conditions to describe the inspection intervals similar to TS surveillance requirement frequency, allowing up to 1.25 times the specified intervals to account for scheduling challenges, including but not limited to periods of extreme cold weather or other high-priority plant activities.

The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the staff to complete its detailed review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements, and the protection of public health and safety, and the environment. This letter acknowledges acceptance of your application.

We have established a schedule for the review and estimated that the staff may need approximately 340 staff review hours. The schedule allows for the staff to complete its technical review and issue a request for additional information (RAI) in August 2024, and to issue its safety evaluation report (SER) in January 2025, based on you responding to the first RAI in September 2024. If no RAI is needed, the staffs SER may be completed earlier.
