B. Fieno) on June 28, 1989, Toledo Edison provides in Attachment 2 and 3 revised information regarding the subject License Amendment Request submitted by letter Serial Number 1668, dated June 16, 1989. This information is.

responsive to comments offerred by NRC dm ing the aforementioned telephone

. conversation.~ Specific changes are detaded in Attachment 1 and_are provided for clarity. It should be noted Attachments 2 and 3 contain the entirety of the proposed Technical Specification pages and sample Core Operating Limits Report and replace the corresponding items provided in Serial Number 1668.

As stated in Serial-Number 1668 and reaffirmed in the telephone conversation, Toledo. Edison requests that this License Amendment Request be approved and issued by December 1, 1989.

' Editorial Changes Made to Serial' Number 1668 License Amendment Request

? 1. Specification 3.1.1.3'- The NRC requested that the positive upper bounds

-of'Hoderator Temperature Coefficient remain in the' Technical i Specifications. Rather than divide the Limiting' Condition for Operation-between the Technical Specifications and the Core Operating-Limits Report (COLR), Toledo Edison (TE) elects to' retain the Specification as it now-exists. Therefore, the changes to this Specification proposed by Serial Number 1668 are no longer requested.

2. Specification'3.1.3.1, Action c.2e - The revised statement concerning limits has been further revised to explicitly' cite the COLR. ,

3. Specification 3/4.1.3.6 - The revised statements concerning limits have 1 been further revised to explicitly cite the COLR.

4. Specification 3.1.3.7 - The addition of " assembly (ies)" after " control rod" had been made to ensure consistency in the Specification

5. Specification 3.1.3.9, Action c. - Added reference to COLR.

6. Specification 4.1.3.9 - The revised statements concerning limits have been further revised to explicitly. cite the COLR.

7. Specification 3/4.2.1 - The revised statements concerning limits.have been further revised to explicitly cite the COLR.

8. Specification 3.2.4 - Included the word "provided" in statements citing reference to the COLR.

9. Specification 4.2.4 - Included a reference to the COLR for the limits.

10. Specification 6.9.1.7 - Revised this section to cite the Babcock & Wilcox Topical Reports utilized in determining the core operating limits and to be consistent with Three Mile Island - Unit l's approved. amendment.

Also, deleted the reference to Specification 3.1.1.3 consistent with 1.

above.

11. Sample COLR - Included a title page.

12. Sample COLR - Revised References section to include the Babcock & Wilcox Topical Reports utilized in determining the core operating limits consistent with 10. above.
