License Amendment Application to Revise Technical Specification, Section 6.0, Administrative Controls (TAC No. 65607)

Gentlemen:

Enclosed is a revision to a previous application for an Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1. This application. supersedes Serial No. 1408, dated July 31, 1987 in its entirety.

This application requests that the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License, Appendix A Technical Specifications, be revised to reflect recent organizational changes. The purpose of'this revision is to provide a functionally accurate depiction of the executive reporting relationship of our nuclear program. As revised, Figure 6.2-1 of the Davis-Besse Technical Specifications clearly shows the direct reporting relationship of Mr. Donald Shelton, Vice President, Nuclear, to Mr. Lyman Phillips, the Executive Vice President. In turn, in all nuclear matters at Toledo Edison, Mr1 Phillips reports directly to Mr. Robert Ginn, Chairman of the Board and Chief Executive Officer of Toledo Edison.

This maintains direct access to Mr. Ginn and insures continuing support at Davis-Besse.

Toledo Edison requests that this amendment request be expeditiously approved.

This application supersedes our previous submittal of July 31, 1987 (Serial No. 1408). Therefore, no license application fee per 10CFR170.12(c) is required.
