Gentlemen:

On March 8, 1988 (Serial No. 1488) Toledo Edison submitted a License Amendment application to revise Technical Specification Section 6.0, Administrative Controls, to reflect organization, position, and title changes. Subsequently, on April 22, 1988 (Serial No. 1512) Toledo Edison submitted a License Amendment application to remove organizetion charts from the Technical Specifications, consistent with the guidance provided in NRC Generic Letter 88-06, Removal of Organization Charts from Technical Specification Administrative Control Requirements, dated March 22, 1988. Consequently, some of the proposed changes previously requested in Serial No. 1488 have been superseded by those requested in Serial No. 1512.

Attachment 1 provides a detailed listing of the changes proposed in Serial No.

1488 and the requested disposition. Note that some of the proposed changes:

1) have been granted by the issuance of License Amendment No. 109 (Log No.

2522, dated March 9, 1988); 2) have been superseded by Serial No. 1512; and

3) vill be superseded by a License Amendment application (Serial No. 1528) scheduled to be submitted no later than June 15, 1988. Those changes that have been previously granted or superseded do not require any further action by NRC.

Toledo Edison requests that the outstanding changes under TAC No. 65607 be issued by December 15, 1988 for implementation within 45 days thereafter.
