Based on our evaluation of your significant hazards consideration, we do not agree that the proposed amendment would not create the possibility of a new or different type of accident from any accident previously evaluated. Indeed, the proposed amendment is based upon a revision to the design basis containment pres-sure calculation in McGuire FSAR Section 6.2.1 using a slightly reduced minimum ice bed weight (from 2,466,420 to 2,355,320 lbs) and an earlier diversion of partial Residual Heat Removal System flow to the containment spray pumps (from 3590 to 3000 seconds after the LOCA). The use of a different ice bed weight and flow diversion time could introduce a sequence of events for the accident scenario not previously evaluated by the NRC staff for McGuire. We conclude that the proposed amendment does involve a significant hazards consideration. We are, therefore, issuing a notice (copy attached) of opportunity for prior hearing.

Dear Mr. Tucker:

Subject:

Revised Containment Pressure Calculation for Technical Specification 3.6.5.1 (McGuire Nuclear Station, Units 1 and 2)

Your letter dated April 5,1985, contained a proposed amendment to the Technical Specifications for the McGuire Nuclear Station that would incorporate the results of a Westinghouse reanalysis of the Containment Pressure Calculation into Tech-nical Specification 3.6.5.1. In support of your request and in conformance with the requirements of 10 CFR 50.91, you provided the results of your analysis of significant hazards consideration.
