Mr. Harold R.'Denton, Director Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Attention:
Ms. E. G. Adensam, Chief Licensing Branch No. 4
Subject:
McGuire Nuclear Station Docket Nos. 50-369 and'50-370 Technical Specification Amendment for Containment Ice Condenser
Dear Mr. Denton:
Attached are proposed license amendments to Facility Operating Licenses. NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively.
The prcposed amendment seeks to incorporate the results of a Westinghouse reanalysis of the Containment Pressure Calculation into Technical Specification 3.6.5.1.
The Containment Pressure Calculation has been reanalysed by Westinghouse, assuming, a slightly reduced ice bed weight and an earlier diversion of partial RHR flow to the containment sprays. This analysis establishes that the design basis containment pressure transient can be effectively controlled by using an earlier actuation of the RHR sprays without any reduction in the safety margins. The proposed changes in the Technical Specifications would provide some additional flexibility in maintaining the required ice bed weight.
Similar Technical Specifications have been already apprcved for some other plants.
Attachment I contains the proposed changes to the Technical Specificat: ton 3.6.5.1 and its bases 3/4.6.5.1.
Attachment II provides a Justification and Safety Analysis in support of the proposed changes. Attachment III provides an Analysis of Significant Hazards Consideration for the proposed changes as required by 10CFR50.91. The proposed change.s have been determined to have no adverse safety or environmental impact.
The necessary changes of the plant operating procedures will be implemented after the NRC has approved the proposed amendments. This request involves one application for amendment to McGuire's Technical Specifications. Accordingly, pursuant to.
10CFR170.21 a check for $150.00 is enclosed.
