Duke Energy Corporation McGuire Nuclear Station Units 1 and 2 Docket Nos. 50-369 and 50-370 Simplified UFSAR Drawings In NRC Inspection Report Nos. 50-369/97-15 and 50-370/97-15 dated October 20,1997, Inspector Follow up Item (IFI) 369,370/97-15-05 was created to review further the issue of revising site drawings in the UFSAR into summary one-line flow diagrams. Further review was required to determine if the licensee's actions during drawing revision were appropriate. Per telephone conversation with the NRC stalion May 27,1999, McGuire was requested to submit this letter to facilitate the closing of the mentioned IFI.
McGuire has determined that the previous replacement of some detailed UFSAR drawings with summary one-line flow diagrams is consistent the guidance of Section A4.2 of NEI 98-03, Revision 0. Note that in letter dated January 5,1999, the NRC staff recommended the Commission approve the issuance of draft regulatory guide (DG) 1083, " Content of the Updated Final Safety Analysis Report in Accordance with 10 CFR 50.71(e)," for public comment. DG-1083 endorsed the industry guideline document developed by the Nuclear Energy Institute (NEI), NEI 98-03, Revision 0, " Guidelines for Updating Final Safety Analysis Reports," dated October 1998, without exception. In letter dated February 16,1999, the Commission approved issuance of DG-1083 for public comment. Section A4.2 of NEI 98-03, Revision 0, states:
" Detailed drawings, such as piping and instrumentation diagrams (P&IIt,), typically contain engineering and component information that goes beyond that approprme to complement the textual descriptions in the UFS AR and beyond that necessary to aid in understanding of the system design and principal functions. Examples of such information contained in detailed drawings include pipe line numbers, vents and drains, etc. Simplified schematics may be substituted for detailed drawings under either of the following conditions: (1) the original FSAR contained simplified schematics that the licensee had later replaced with P& ids or other detailed drawing as a matter of convenience, or (2) the original FSAR included detailed drawings but simplified schematics will be substituted such that they will not result in removal ofinformation j
required to be in the UFS AR."
