Subject:

McGuire Nuclear Station Docket Nos. 50-369 and 50-370 Standby Nuclear Service Water Pond Dam Audit (TAC Nos. MA3823 and MA3824)

On October 14, 1998, an audit was conducted at McGuire Nuclear Station for the Category 1 Standby Nuclear Service Water Pond Dam by the Federal Energy Regulatory Commission (FERC).

The FERC inspector was accompt.nied by a Nuclear Regulatory Commission inspector from Headquarters. The conclusion of the audit was that there were no conditions observed-that would indicate an immediate or adverse threat to the safety and permanence of the project structures.

However, there were.two items identified that required followup corrective action.

The NRC received and evaluated the final report from the FERC. The NRC requested that Duke Energy provide a written response by September 30, 1999.

Please find attached Duke Energy's response.

Response to Standby Nuclear Service Water Pond Dam Audit Items i

Several colonies of fire ants were found on the dam.

These l

pests can dig burrows as deep as 4 feet and lateral foraging tunnels as long as 8 feet.

The licensee should initiate an eradication program and include detection of fire ants as a part of the regular inspection program.

Response

The Cowens Ford Maintenance crew was dispatched and the fire ants were destroyed.

The rutted areas of the dam were repaired.

McGuire Civil Engineering performs an annual inspection of the Standby Nuclear Service Water Pond Dam per procedure PT/0/A/4400/04 and model Work Order 96073964.

The McGuire Regulatory Compliance Group tracks any recommendations as a result of the subject inspections to completion.

An inspection was completed on May 4, 1999 and no fire ants.or major rutting problems were discovered.

Items-The grass cover downstream slope continues to be disturbed by mowers making ruts.

There was also one small bare spot on the slope.

The licensee should continue to monitor these conditions and make repairs as necessary.

Alternative methods of mowing.the slopes should be investigated.

Response

The Cowans Ford Maintenance crew installed stakes at localized areas of the dam to keep mowers off of the steep slopes and control the ruts.

The portion of the dam inside the staked areas will be cut with hand machines.
