MCGUIRE NUCLEAR STATION, UNIT 1 RE: SECOND 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN REQUEST FOR RELIEF NO.98-004 (TAC NO. MA4371)

Dear Mr. Barron:

By letter dated November 24,1998, Duke Energy Corporation (DEC) requested the NRC staff '

approve the Second 10-Year interval Inservice inspection Program Plan Request for Relief 98-004 for the McGuire Nuclear Station, Unit 1. The staff, with technical assistance from -

its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has L reviewed and evaluated the information provided and has found your relief request acceptable.

The staff has concluded that certain inservice examinations are impractical and cannot be {

performed to the extent required by the American Society of Mechanical Engineers Boiler and I Pressure Vessel Code at McGuire Nuclear Station, Unit 1. Further, the staff concludes that j DEC's proposed alternatives provide reasonable assurance for the structuralintegrity of the subject welds. Therefore, for all parts of Relief Request 98-004 relief is granted pursuant to Title 10 of the Code of Federal Reaulations (10 CFR) Section 50.55a(g)(6)(i).

The staff's evaluation and conclusions are contained in Enclosure 1. Enclosure 2 is the INEEL Technical Evaluation Report. The staff considers this matter resolved and is closing out TAC No. MA4371.
