Vessel Code,Section XI, 1989 Edition, Appendix VI, VI-2430(c) and 2440 (b) for McGuire Units 1 and 2, and Catawba Units 1 and 2.
A detailed description of the code requirements, the basis for requesting relief, the proposed alternative method, justification, and implementation plans are included in the attachment to this letter.

99-GO-002 Page 1 of 2 DUKE ENERGY CORPORATION McGuire Units 1 and 2 Catawba Unit 1 10-YEAR INTERVAL REQUEST FOR RELIEF NO. 99-GO-002 Pursuant to 10CFR50.55a (g)(5) (iii), Duke Energy Corporation has determined that confor-mance with the examination requirements of ASME Section XI is not practical. Accordingly, t
information is being submitted in support of our determination and reliefis being sought from the applicable ASME Section XI requirements.
1.
System / Components for Which Reliefis Requested: Category B-G-1, Pressure Retaining Bolting Greater Than 2 in. in Diameter.
Item Number: B6.90 Steam Generator Bolts and Studs II.
Code Requirement: ASME Section XI,1989 Edition, Appendix VI, VI-2430 (c)
"Circumferentially oriented notches shall be located in the qualification specimen at the minimum and maximum qualified metal paths. These notches are required on the outside threaded surface and the inner bore hole surface of bored studs with maximum depths and reflective areas as shown in Table VI-2430-1."

"Without changing the ultrasonic examination system, the examination personnel shall perform an examination of the qualification specimen. The reflectors in the qualification specimen shall be masked to prevent examination personnel from visually detemiining either their depth or location.
III.
Code Requirement from Which Reliefis Requested: Reliefis requested from the requirement to have notches on the inner bore hole surface of the steam generator, primary manway stud, qualification specimen.
IV.
Basis For Relief: The manway studs manufactured for the replacement steam generators at McGuire and Catawba have a bore hole diameter of 0.25 inch. Two reputable vendors, Flaw Tech and the EPRI NDE Center, have stated that they cannot place notches in such a small hole diameter and satisfy the dimensional requirements of Table VI-2430-1.
Appendix VI, paragraph VI-2440 (b) requires that examination personnel be prevented from visually determining the notch locations. In order to fabricate the notches, the stud specimen would have to be sectioned, consequently allowing the examination personnel to determine the notch location.

Alternative Method for Bolting Qualification: Duke Energy will qualify equipment, procedures and personnel for the ultrasonic examination of steam generator primary j
manway studs in accordance with ASME Section XI, Appendix VI,1989 Edition with the

,excepti,on that only notches in the outside threaded areas will be used. Notch dimensions shall be in accordance with Table VI-2430-1.
VI.
Justification for the Granting of Relief: Two reputable vendors, Flaw Tech and the EPRI NDE Center have stated that they cannot place notches in such a small diameter hole and satisfy the dimensional requirements of Table VI-2430-1. In order to fabricate the notches, the stud specimen would have to be sectioned consequently allowing the examination personnel to determine the notch location.
VII.
Implementation: Duke Energy will qualify equipment, personnel and procedures for the ultrasonic examination of steam generator primary manway studs at McGuire Units 1 and 2 and Catawba Unit Ias described in Section V of this relief request for the remainder of the inspection interval.
