ECT: - RELIEF FROM ASME CODE SECTION XI HYDROSTATIC TESTING, REQUEST NO. 89-01, MCGUIRE NUCLEAR STATION, UNIT 1 (TAC 72217) By letter dated Febrtmry 13, 1989, you requested relief from hyr mstatic testing requirements of ASME Boiler and Pressure 1 Code, Section XI, 1980 Edition through Winter 1980 Adden-r a article IWA-4400 and Article IWD-5000. The. request is ,.sciated with McGuire Unit 1 Nuclear Station Modification MG-12130 Revision 0, which provided for installation of new flanges and expansion joints on the_ suction piping.of Nuclear Service Water Pumps 1A and 1B. This modification was needed because the previous expansion joints, which were welded into place, were exhibiting signs of corrosion. To correct the corrosion problem 1 with the expansion joints and to facilitate future removal and repair, stainless steel flanges and expansion joints were in-stalled. The modification involved weld numbers RN1FW24-1 and RN1FW57-1 and flange connections. i In lieu of the code's hydrostatic testing requirement, you l proposed that all welding be subjected to a magnetic particle examination of the root pass and final weld pass. You also stated that an in-service leak test at system pressure and temperature would be performed on all welds and flanges. Our Safety Evaluation of Relief Request 89-01 is enclosed. As discussed in this evaluation, we conclude that the Code require-ment to hydrostatically test the repaired section of piping in the Nuclear Service Water System is impractical because the l butterfly valves of the system design do not provide for suffi-cient isolation and because hydrostatic testing could possibly damage the bellows assembly of the new expansion joint. More-over, the alternative tests thst you proposed-provide adequate assurance of the structural integrity of the repaired section of piping, and compliance with the specific Code requirement would result in hardship without a compensating increase in the level l of quality and safety.
