As you know, the Seabrook Atomic Safety and Licensing Board (ASLB) conducted a pre-hearing conference on June 5, 1990, in Concord, New Ha gshire. At that conference, Judge Smith proposed that the State of New Hapshire prcwide a statement regarding their trainirg progran for decisiorinakers ;
for radiological energencies at the Seabrook Nuclear Power Station, especially as it concerns Dnergency Response Planning Area (ERPA) A. The '
State a M to provide the requested information. We Federal Dnergency Management Agency (FD%) agreed to review the State's statement and confirm the adequacy of the training to the Nuclear Regulatory Cczanission (NBC) by June 20, 1990.
l l Attached is a copy.of the June 14, 1990, letter that FDM received fran l the Director of the New Hanpshire Office of Dnergency Management. We l letter describes the training for decisiorunakers on protective action decisionmaking strategy for ERPA A and elsewhere, including recent revisions ,
to add supplemental materials related to issues before the ASLB.. Based on FDR's review of training materials,1988 and 1989 staffing rosters and training records and the performance of the New Hampshire decisionmakers in the 1988 exercise, it is FD%'s position that New Hampshire's existing training progran is adequate, that the additional matecials will be a further enhancement ard that the revised training progran adequately addresse.s the issue identified by the ASLB at the June 5,1990 pre-hearing L conference. The FDR Regional Assistance Ccunittee Chairman for Seabrook will participate in a training session including these materials on June 27, 1990, in New Hanpshire.

Each person from the Governor's office, the Office of Emergency >
Management, and the Department of Public Health who acts as a principal decision-maker and is involved in formulating HtERP protective action recommendations is thoroughly conversant with the issues that have been raised regarding the implementation of protective actions for ERPA "A" and elsewhere. Decision-maker's have reviewed LBP-90-l?, and the State of New Hampshire's and Federal Emergency Management Agency's coments to the Appeal Board regarding the recomendations of LBP-90-12. These individuals have been extensively briefed by state officials who are directly responsible for determining the State's position, and each has participated in the development of the State of New Hampshire's response to recent orders of the ASLB.
The following are steps which the State of New Hampshire will take to further ensure that its decision-makers are throughly versed regarding the protective action recommendations for ERPt. "A", including a scenario premised on the existence of impediments to evacuation as discussed at the line 5,1990 pre-hearing conference.
- 1. Specific discussions relating to the aforementioned issues will be included as part of the training program which currently supports the MRERP-pursuant to Volume 1, Section 3.2. In particular Module 12, Protective Action Decision Makirn, will be revised to address pertinent portions of ASLB LBP-90-12, the technical portion of FEMA's prefiled testimony of June 10, 1988, and comments of the State of New Hampshire regarding MtERP sheltering, dated February 16, 1990 and May 28, 1990 respectively. We believe this added material will assure that decision-makers have the knowledce needed to implement the MRERP in a manner which assures the utmost protection for the health and safety of the citizens of New Hampshire.

participate in a round table discussion within the next 20 days regarding the above issues. The New Hampshire decision-making team will be made available for further briefings by FEMA should you deem that appropriate.
