" Change to Technical Specification Surveillance Requirement 4.5.2b.1, Verification of ECCS Piping is Full of Water" North .Atlan'ic Energy Service Corporation (North Atlantic), in response to questions from the Staff, has enclosed herein additional information regarding License Amendment Request (LAR) 98-17. This additional information does not change the conclusions of the original LAR 9817 submittal, that the proposed change does not involve a significant hazard consideration pursuant to 10CFR50.92, and still meets the criteria of 10CFR51.22(c)(9) for a categorical exclusion from the requirements for an Environmental Impact Statement. I North Atlantic ecucurs with the Staff that the Bases should state that maintaining the emergency core cooling system (ECCS) piping full of water from the Refueling Water Storage Tank (RWST) to the Reactor Coolant System ensures the system will perform properly. Marked-up and Revised Bases page B 3/4 5-2 are provided in the enclosure.
