Dear Administrative Judges:

Enclosed is Amended Testimony of William R. Cumming and Joseph H. Keller on Behalf of the Federal Emergency Management Agency on Sheltering / Beach Popu]2 tion Issues, dated June.10, 1988. Changes have been made to the Prefiled Testimony of March 14, 1988, to r'flecte typographical and editorial corrections *, to reflect the absence of Dr. Joan Hock from the witness panel, and to reflect the withdrawal of the Supplemental Testimony of January 25, 1988, as part of this package. Specifically, the following changes have been made to the prefiled testimony of March 14, 1988:

1. The testimony now bears the date of June 10, 1988, and the footer at the bottom of each page after the first page identifies the document as Amended Testimony of 6/10/88.
2. All references to Dr. Joan Hock have been deleted since she has taken a new position within FEMA unrelated to the Radiological Emergency Response Program and will not be presented as a witness on behalf of FEMA; the views stated in the various parts of the testimony are no longer attributed to

individual witnesses and so the parenthetical identification of the sponsors at the beginning of lead paragraphs has been omitted and appropriate editorial

( changes have been made in the first two paragraphs on page 1 and the second full paragraph on page 3;

3. At the bottom of page 2, the identification of the prefiled Supplemental Testimony of January 25, 1988, as Attachment D has been deleted; l 4. In the first paragraph on page 3, the spelling of the word I

"consequence" has been corrected; 1

5. In the first full paragraph on page 3, the first two sentences of the March 14th testimony, referring to the previously filed testimony, have been deleted; 1

' 6. In the last paragraph on page 5, the spelling of the name of Stephen Oleskey has been corrected;

7. In the last paragraph on page 6, a grammatical error was corrected so that the first centence now reads " ... it became increasingly clear....";
8. In the second sentence of the last paragraph on page 6, the words _

"and Commission" have been added after "deference to the NRC Staff" and "its interpretation" has been changed to "their interpretation";

9. New material has been added beginning at the top of page 7 with the words "Furthermore, events since the filing ... " and continuing to the end of that section:
10. On page 10, in the first full paragraph, the spelling of the word "severe" has been corrected; and
11. The document has been repaginated.

The Amenued Testimony will be offered into evidence when the panel is presented on June 16, 1988.
