his is in response to your namorandum of June 26, 1990, in which you requested the assistance of the Federal Emergercy Managenent Agency (FEMA) in verifying the satisfactory ocmpletion of emergency planning items mentioned in the Ccmunission's decision'of March 1,- 1990 (CLT-90-03, 31 NRC 219 (1990)] to allw the Atomic Safety and Licensing Board authorization of i

appears to be the 1986 Special Needs Survey. -
As you are probably aware, in our letter dated Maahr 11, 1989 (enclosed), we provided the Nuclear Regulatory Ocmanission (NRC) with information verifyiry that Special Needs Surveys had been' conducted in January and July'1989 by the State of New Hanpshire arx1 New Hanpshire Yankee. Appropriate procedures (reflecting the survey results) were updated by New Hanpshire and New Hanpshire Yankee in December 1989. We note that New Hanpshire Yankee is updating its procedures quarterly and Appendix M of the Seabrook Plan for Massachusetts Camunities (SINC) was' updated again in May 1990. Appendix M contains the needs sununary i.
(special facility populations and special needs individuals) and the' resource providers.

Both New Hanpshire and New Hanpshire Yankee conducted a special needs
. survey in May 1990. Se quality assurance and verification efforts will take several morths. New Hanpshire plans to update its procedures as part of the 1990 plan update (planned for nae-har 1990). 'Iha Omanissicn noted (p. 252) the A@licant's ocaunitaant to sqpply tone alert radios to Massa &usetts Dnergency Planning Zone (EPZ) schools as another means to assure timely notification of the school population in the event of an energency.
As you are aware, we provided information to the NRC on this issue in our letter dated January 12, 1990 (enclosed). New Hanpahire Yankoo has offered and provided tone alert radios to certain organir.ations in the Mammarhusetta portion of the Seabrook plume EPZ. 'Ihe offers of tone alert radPa were made (face-to-face) during the period of August and Septanbar 1989. When face-to-face offers oculd not be made, New Hanpahire Yankee made the offers via registered mail. 'Ihe putpose of these tcme alert radios is to provide a supplemental means of notification. 'Ihe AaahmA Regional Assistance ocannittee (RAC)
Chairman has found that the Vehicular Alert and Notification Syste will provide timely notification and notes that tore alert radios are not considered to be part of the primary Alert and Notification System for Seabrook. All 23 public schools arx1 all 3 private schools were offared tone alert radios. No public schools accepted one. One of the 3 private schools did nocept a tora alert radio. 'Ihe Seabrook RAC Chairman notes that 55 of 137 day care centers did accept tore alert radios.

'Ihe Comnission noted (p. 253) that the adequacy of the Westborough facility as a O.=yt.gete Care Center for mobility-inpaired evacuees should be evaluated.
'Ibe Seabrook RAC Chairman conducted a review of all designated u.nytag&te care centers in July of 1988. At that time, he found that the Westborough facility was adequate for mobility-inpaired persons.
'Ihe Seabrook RAC Omirnan also visited the Westborough facility in April 1990. He toured all of the designated space (ocuplex of buildings designated for 3471 ncbility-impaired persons). He confirmed his prior' finding that the Westborough facility was %ste for mobility -inpaired persons:
e.g., there are approach ranps to the buildings; entrances (doors) are harxiinanai ar==ible; rest.wc.is, cafeteria, health clinic are handica; ped accessible; and all floors are servioed by elevators.
- 4. 'Ihe Comnission noted (p. 254) that in IEP-89-32, the Boarti stated that the Applicants will'make orientation training on the SRic available to Maamachusetts school officials regarding the roles the SPMC expects them to f\\0. fill in a radiological emergency.
As you are aware, we provided information to NRC in our letter dated C+ % er 11, 1989 (enclosed), about training offered to appropriate Mammachusetts Dnergency Planning Zone (EPZ) school officials. 'Ibe Seabrook RAC Chairman has verified that New Hanpshire Yankee offered, in 1988 and 1989, orientation training and specific planning assistance to Mammachusetts school officials. training and planning assistance will be made amaally by New Hanpshire Yankee. No public school official within the Massa &usetts portion of the Seabrook plume EPZ has accepted the offars of training and planning assistance as of this time..
'Ihe above information verifies the satisfactory ocupletion of these items, to the extent possible at the current time. As you are aware, the resolution of items w rning evacuation time estimates for advance life support patients and the beam shelter issue will be deper.ht on the outcome of NRC adjudicatory pn-:- Mings.
