Federal Emergency Management Agency (FEMA) assist the Nuclear Regulatory l
Commission (NRC) in the verification of the fulfillment of certain conditions specified by the Seabrook Atomic Safety and Licensing Board (ASLB) in Section 10.4 of its Partial Initial Decision (PlD) LEP-88-32 (28 NRC 667, 1988), issued on December 30, 1988, in connection with offsite plans and preparedness for the New Hampshire portion of the Seabrook Emergency Planning Zone (EPZ).
Attached is a report prepared by FEMA Region I and the Regional Assistance Committee' (RAC) Chairman for Seabrook.
The items contained in the report have been identified f rom the following sources: 1) The December 30, 1988, PID, 2) transcripts from the New Hampshire ASLB hearing process, and 3) stipulations agreed to as part of that hearing process. The status report does not addrecs decisions of the Licensing Board or the Appeal Board subsequent to the Partial Initial Decision of December 30, 1986 (LBP-88-32).
The report contains a brief description of each item, its status and a comment.
Over the past few months, the Seabrook RAC Chairman has reviewed advance copies of changes to plane and procedures.
His review of advance copies of proposed changes to the New Hampshire Radiological Emergency Response Plan (NHRERP) has indicated that the plan revisions will address the commitments made in the hearings and the conditions in the PID.
As you may know, the State of New Hampshire plans to issue Revision 3 of the NHRERP in December 1989.
In those instances where an item will be addressed in the upcoming revision, the items's status is indicated as open. The item will be closed when the referenced plan revision is officially submitted to FEMA, reviewed and found acceptable.
At that time, we will provide you with updated information.
Since some items are already considered closed, however, we thought that the information might be useful to you.
