Dear Mr. Wheeler:

We have reviewed the Final Environnental Impa qt Statement (EIS) for the operation of Seabrook Station, Units 1 and 2, in Seabrook, New Hampshire.

From the standpoint of EPA's areas of jurisdiction and expertise, we have no objection to the issuance of operating licenses to Public Service Company of New Hampshire for the startup and operation of Units 1 and 2 at Seabrook.

I would like to express our appreciation for your cooperation in integrating into the EIS those matters relating to EPA's proposed issuance of a National Pollutant Discharge Elinination System (NPDES) Permit for Seabrook under the Clean Water Act.
