This is in further response to the Nuc1 car Regulatory Commission's (NRC)
November.17, 1989, memorandum requesting a status report from the Federal Emergency Management Agency (FEMA) on the readiness of the Scabrook Public Alert and Notification System (ANS), including the Vehicular Alert and Notification System (VANS) for the Massachusetts portion of the plume 5
emergency planning zone (EPZ). My initial response was sent to you on December 18, 1989.
Since that date, we have received updated information on the alert and notification system f or the Massachusetts portion of the Seabrook EPZ.
In the findings on offsite emergency preparedness for Seabrook Station that FEMA provided to the NRC on December 14, 1988 FEMA found that the
'Seabrook ANS design for the Massachusetts portion of the Seabrook plume EP3 met the design requirements of FEMA-REP-10.
FEMA's finding also stated that when the vehicular alert and notification system for the Massachusetts portion of the Seabrook EPZ was installed and operable, the plans and preparedness would be adequate to protect the health wd safety of the public living in the Massachusetts portion of the Mistook EPZ, by providing reasonable assurance that appropriate protectivt ineasures can be taken off site in the event of a radiological emergency and are y
capable of-being implemented.
As the enclosed January 3,1990, report prepared by the Regional Assistance Committee (RAC) Chairman f or Seabrook states, this condition has been -
met for the VANS in the Massachusetts portion of the EPZ and those parts of the Seabrook Plan for Massachusetts Communities (SPMC) covered by NUREG-0654/ FEMA-REP-1, Rev.,1, Supp.1, Evaluation Criterion E.4, are now adequate.
New Hampshire Yankea's Off site Response Organization has the capability to provide an alert signal and instructional message in the Massachusetts portion of the Seabrook pitane EPZ within the required time frames in FEMA REP-10 and NUREG-0654/ FEMA-REP-1, Rev.1, Appendix 3.
In addition, the FEMA Region 1 Director notified me on January 4,1990, of his revised interim evaluation of New Hampshire Yankee's of f site planning (Seabrook Plan f or Massachusetts Communities) and preparedness and his recommendation to issue a positive finding.
The capability of the VANS, along with New Hampshire's ANS, to directly alert the public will be confirmed by a telephone survey to be conducted following the integrated Seabrook ANS operational test currently scheduled for May 1990, and as always, I
FEMA will review the operability against FEMA-REP-10.
