The enclosed report is a summary of the implementation of the Environmental Protection Plan (EPP) for the period of January 1,1998 to December 31,1998. This report is submitted pursuant to the requirements of Section 5.4 of the Seabrook Station Environmental Protection Plan.

Seabrook Station Annual Environmental Operating Report January 1,1998 to December 31,1998 Environmental Monitoring Program l

The 'ollowing reports related to the Seabrook Station Environmental Monitoring Program and Water l Quality Monitoring Program were submitted to the Environmental Protection Agency (EPA) pursuant to l NPDES Permit No. NH0020338.

1. North Atlantic letter NYE-98002,"1996 Environmental Monitoring Report," dated February 12,1998 (Enclosure 1). This letter was submitted to the EPA and provided the results of the 1996 Environmental Monitoring Program which demonstrates that Seabrook Station has not impacted the balanced indigenous populations in the Hampton-Seabrook area.
2. North Atlantic letter NYE-98003," Zooplankton Biomass Conversion White Paper," dated March 6, 1998 (Enclosure 2). This report was submitted to the EPA and concluded that zooplankton entrained by Seabrook Station and converted into available nutrients does not alter nutrient or phytoplankton dynamics in the vicinity of the discharge, nor does the detrital rain of dead zooplankton impact the benthos. 3. North Atlantic letter NYE-98004, " Follow-up to January 1998 NPDES Permit inspection," dated February 19,1998 (Enclosure 3). This report was submitted to the EPA and provided supplemental information requested during a January 28-29,1999 NPDES Permit inspection.
4. North Atlantic letter NYE-98008, "1997 Hydrological Monitoring Report," dated March 17,1998 (Enclosure 4). This letter was submitted to the EPA and demonstrated 1997 compliance with the NPDES Permit limits on the thermal component of the cooling water system discharge from Seabrook Station.
5. North Atlantic letter NYE-98012," NPDES Permit Renewal Application," dated April 23,1998. This letter was submitted to the EPA in order to renew Seabrook Station's NPDES Permit. A copy of this letter was provided to the NRC at the time of submittal and is, therefore, not enclosed.
6. North Atlantic letter NYE-98016,"1997 Chlorine Minimization Report," dated May 7,1998 (Enclosure 5). This letter was submitted to the EPA and demonstrated 1997 compliance with the NPDES Permit limits on the chlorine levels discharged by Seabrook Station's cooling water system.
7. North Atlantic letter NYE-98020," Request for Approval to Use the Molluscicidein Alternative Biocide Feasibility Study," dated July 20,1998 (Enclosure 6). This letter was submitted to the EPA &nd requested approval to conduct a study to demonstrate the feasibility of using a molluscicide as an

' alternative to chlorine for the control of macrofouling in the cooling water system at Seabrook Station.

8. North Atlantic letter NYE-98021," Supplement to NPDES Permit Renewal Application," dated August 3,1998. This letter was submitted to the EPA and provided additional information to support Seabrook Station's NPDES Permit renewal application submitted on April 23,1998. A copy of this letter was provided to the NRC at the time of submittal and is, therefore, not enclosed.

9. North Atlantic letter NYE-98022,"1998 Environmental Studies Program Mid-Year," dated August 7, 1998 (Enclosure 7). This letter was submitted to the EPA and summarized the Seabrook Station

- Biological, Hydrologica! and Chlorination Monitoring Program results.

.10. Noith Atlantic letter NYE-98024," Supplement to Request for Approval to Use EVAC in Alternative {

Biocide Feasibility Study," dated August 6,1998 (Enclosure 8). This letter was submitted to the EPA and provided additional information requested by the EPA to support the July 20, 1998 request to conduct a molluscicide feasibility study.

11. North Atlantic letter NYE-98026, " Response to Questions and Comments on Request to Use Molluscicide, EVAC, in a Feasibility Study," dated September 3,1998 (Enclosure 9). This letter was submitted to the EPA ano provided responses to questions and comments oa North Atlantic's request to conduct a molluscicide feasibility study.
12. North Atlantic letter NYE-98030,"1997 Environmental Monitoring Report," dated September 23,1998 (Enclosure 10). This letter was submitted to the EPA and provided the rer>:ts of the 1997

~ Environmental Monitoring Program which demonstrates that Seabrook Stailori has not impacted the balanced indigenous populations in the Hampton-Seabrook area.

13. North Atlantic letter NYE-98031,"Second Supplement to NPDES Permit Renewal Application," dated September 18, 1998. This letter was submitted to the EPA and provided additional information to support Seabrook Station's NPDES Permit renewal application submitted on April 23,1998. A copy of

- this letter was provided to the NRC at the time of submittal and is, therefore, not enclosed.

14. North Atlantic letter NYE-98037, " EVAC Molluscicide Feasibility Study Report," dated November 25, 1998 (Enclosure 11). This letter was submitted to the EPA and provided the results of the Molluscicide Feasibility Study conduct in September 1998.

There were no NPDES Permit exceedence reported to the EPA in the monthly Seabrook Station I Discharge Monitoring Reports (DMRs) for the 1998 operating per:od.

1. North Atlantic letter LIC-98030, "Small Take Exemption Permit Environmental Assessment for Proposed Rulemaking," dated January 21,1998 (Enclosure 12). This document was submitted to the National Marine Fisheries Service and provided a draft Environmental Assessment which addressed the potential environmental impacts of a set of alternative actions that could be taken in response to North Atlantic's June 13,1997 application for a small take exemption permit for the incidental taking of a small number of seals.

This report was submitted to the National Marine Fisheries Service and provided notification of the entrapment of a seal in the cooling water system. A copy of this letter was provided to the NRC at the time of submittal and is, therefore, not enclosed.

3. North Atlantic letter LIC-98080, " Seal Skull Discovered - February 11, 1998," dated February 13, 1998. This report was submitted to the National Marine Fisheries Service and provided notification of the discovery of a seal skull in cooling water system screen wash debris. A copy of this letter was provided to the NRC at the time of submittal and is, therefore, not encinsed.
4. North Atlantic letter LIC-98417," Seal Entrapment - August 20, 1998," dated August 27,1998. This report was submitted to the National Marine Fisheries Service and provided notification of the entrapment of a seal in the cooling water system. A copy of this letter was provided to the NRC at the time of submittal and is, therefore, not enclosed.
5. North Atlantic letter LIC-98453," Seal Entrapment - September 12,1998," dated Sep'tember 18,1998.

This report was submitted to the Natior,al Marine Fisheries Service and provided notification of the entrapment of a seal in the cooling water system. A copy of this letter was provided to the NRC at the time of submittal and is, therefore, not enclosed.

6. North Atlantic letter LIC-98477," Seal Entrapments - September 21,1998," dated October 5,1998.

This report was submitted to the National Marine Fisheries Service and provided notification of the entrapment of two seals in the cooling water system. A cooy of this letter was provided to the NRC at the time of submittal and is, therefore, not enclosed.

7. North Atlantic letter LIC-98493," Seal Entrapments - October 5, 8, and 10,1998," dated October 19, 1998. This report was submitted to the National Marine Fisheries Service and provided notification of the entrapment of three seals in the cooling water system. The effects on the balenced indigenous populations of aquatic biota in the vicinity of the Circulating Water System

! intake and discharge structures were evaluated through continued monitoring at sampling stations established during the preoperational period, with statistical comparison of the results at both the community and species levels.
