<eivilege was (ted on April 15, 1988, namely, a typewritten "FEMA /NRC f Jenda Jan. 19 .988" and typewritten "Talking Points for Stello Meeting" with l handwritten notes. I have inquired of the participants from the Federal I Fmergency Management Agency in the meeting of January 19, 1988, and they have each advised me that they tc.vk no notes of the meeting.

1. FEMA Position Concerning Seabrook Evacuation Plan A. New Hampshire
1. Sheltering Plan with respect to the beach population needs to t be address.

A. Major ity of RAC believed plan adequate but minority held that i the plan was inadequate util sheltering issues were addressed. j, Minority FEMA position that the state needs to address shelter i

issue, trasportation of people to shelters etc.

B. FEMA position that the plan is incomplete until shelter issue -

i specifically addressed in the Plan of New Hampshire.

}' 2. Timing concerning ANL sheltering survey and follow-up with the State.

A. After comments from non r espondi ng RAC members HHS, EPA, DOE, DOC, USDA and DO!, FEMA will expedite ANL study. FEMA region 1 will also follow up with other agencies the need for comments.

B. It should also be noted that there are 55 def iciencies i n the State exercise for 1986. FEMA will require another exercise to insure that these deficiencies have been corrected.
