Exercise Report for the June 28-29, 1988, Exerciso of the Offsite Radiological Dnergency Preparedness Plans for the Seabrook Nuclear Powr Station Attached is a copy of the Exercise Ibport of the June 28-29,1988, joint exercise of the offsite radiological morgency preparedness plans for the Seabrook Nuclear Power Station. We report dated Septmber 1,1988, was prepared by Region I of the Federal Dnorgency Managment Agency (FEMA).

As indicated in your manorandtrn of Jur.3 23,1988, the Nuclear Pegulatory Ccmnission (NRC) agreed that the proposed Seabrook exercise objectives as transmitted to you with my menorandum of June 22, 1988, wre suffi-cient to: 1) deonstrate the capabilities of the States of New llampshire and Maine and the New ilampshiro Yankee Offsite Ibsponse Organization in a full-participation exercise; and, 2) constituto a "qualifying" exerciso under NRC's Rule 10 CFR Part 50, Appendix E, Section IV.F.1.

We State of Maine participated in the exerciso. We State of Now flampshiro and eleven local canunities within the plume exposuro emergency planning zono (EP2) also participated in tho exerciso. New limpshire, in acconiance with its plan, impimented Stato canpensatory actions for the six comunities within the plumo EPZ which chose not to participato in the exerciso.

In addition, the Camonwalth of Kissachusetts ard six Kissachusetts comunities within the plume EP2 did not participato in the exerciso. Wo Seabrook Plan for Massachusetts Comunities (SPMC) developed by New ilampshire Yankoo (NilY), ws exercised by the tu!Y Offsite Ibsponso Organization. 20 SINC was developed by talY because the Camonwealth nd local Kissachusetta comunities are not partici-pating in offsito radiological emergency preparedness for Ecabrook.

'Ihere were no deficiencies identified during the exercise; howver, areas requiring corrective action were identified. 'Ihe States of New Hampshire and Ptiine, and New Hampshire Yankee have provided a schedule of corrective actions, which am reflected in the report.

Seab' rook Exercise Report The purpoem of this letter is to acknowledge and confira ey conversation with Mike Newnj of your off!Ce on September 2, 1988, regarding our evaluation of Objective 21, as stated in FEMA's Exerclae Report of the June Seabrook Exercise. Our conversation con be summarized as followas 1.

Last week I conducted a. review of New Neopshire's Plans. My review indicated that each Reception Center had designated Emergency Kite containing 80 CDV 700 instruments with 80 sets of headsets.

Mr. Nawoj confirmed that the inventory lists were correct and current.

FEMA's evaluation of Objective 21 (page 183-185 of the Seabrook

Exercise Report) contains the statement that there was only one headset for every three inwruments and a reconsendation that a l

heedset be fasued for every instrument at each monitoring o-statjon. The Summary of Exercise Inadequacles contains the y

~ atatement for Objective 81 "acquire equipment."
