On two occassions, Class I shock suppressors (snubbers) were found with empty oil reservoirs and were therefore considered inoperable.

This is operation in a degraded mode of LCO 4.3.10 and is reportable per Fort St. Vrain Technical Specification AC 7.5.2(b)2.

EVENT DESCRIPTION:

Event #1 On July 17, 1981, with the reactor operating at approximately 4%

power, maintenance personnel noticed that snubber BFS-398E oil reservoir mounting bracket was loose and the oil reservoir was empty.

A Plant Trouble Report was issued and the snubber repaired the same day.

Event #2 On August 7, 1981, with the plant operating at 69.6% power, snubber MSS-149 was found with a leaking piston seal and the oil reservoir empty. A Plant Trouble Report was issued and the snubber repa' red the same day.

CAUSE DESCRIPTION:

Event #1 The loose oil reservoir mounting bracket allowed the oil reservoir piping fitting at the valve block to loosen and oil seeped out of the reservoir.

Event #2 A slight burr on the piston shaft' damaged the piston rod seal and allowed oil to leak out of tne reservoir.
