Dear Mr. Kuzmycz:

In your letter of >by 25th, you granted Temporary Relief from Technical Speci-fication LCO 4.3.10 to permit pre-critical checkout and operating tests at power levels less than 2% with inoperable snubbers. It was also stated that we expected to be complete with the snubbers and/or the requirement for Temporary Relief by June 10, 1979.

Several events have occurred, which have delayed us beyond the June 10, 1979, expected date.

1. We were unable to schedule the operator tests as originally planned. Due to the Three-Mile Island incident, the NRC examiner could not conduct the examinations as scheduled, and the operator examinations had to be delayed until June 11 and 12th.
2. The snubber program was also delayed beyond the anticipated date due to delays experienced in receiving replacement parts. At the present time, all but 43 of the 430 snubbers have been tested and reinstalled. These 43 snubbers are presently being rebuilt, and should be in service by June 14th.

It is requested that the Temporary Relief from Technical Specification LCO 4.3.10 be extended from the expected date of June 10, 1979 to June 14, 1979.
