The event is of the type described in ETSR Section 5.6. 2.2.a.

An anomolous measurement report was initially submitted on June 9, 1978 without the LER. That report is now resubmitted as an attachment to this LER to comply with present documentation requirements.

Three copies of this letter and attachment are enclosed as required.
