By letter dated January 19, 2010, Energy Northwest submitted, for the U.S. Nuclear Regulatory Commission (NRC or the staff) review, an application to renew the Columbia Generating Station (Columbia) operating license for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants." The staff determined that the LRA was complete and acceptable for docketing on March 4, 2010. Since that time, the staff has reviewed the Columbia LRA in accordance with NRC regulations and NUREG-1800, Revision 1, "Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants," (SRP-LR), dated September 2005. The staff also performed site audits and inspections, issued requests for additional information (RAls), reviewed the applicant's responses to the staff's RAls, developed a safety evaluation report (SER) with open items dated August 30, 2011, and reviewed the applicant's responses to the open items in this SER. On the basis of this review, the staff has developed the enclosed SER to document its findings associated with the safety review of the LRA and supporting documentation for Columbia.
 
This SER closes the six open items (Le., operating experience review prior to entering period of extended operation, aging management of high voltage porcelain insulators, environmentally-adjusted fatigue values other than those identified in NUREG/CR-6260, stress relaxation of core plate hold-down bolts, time limited aging analysis of the polar crane, and technical basis of initial upper shelf energy for N12 nozzles) in the SER with open items. The staff determinec that the requirements of 10 CFR 54.29(a) have been met and is scheduled to meet with the A:RS Full committee on April 12, 2012, to discuss the SER.

Dear Mr. Javorik:
