COLUMBIA GENERATING STATION - NOTIFICATION OF POST-APPROVAL SITE INSPECTION FOR LICENSE RENEWAL AND REQUEST FOR INFORMATION (05000397/2023011)
Dear Mr. Schuetz:
During the weeks of August 7 and August 21, 2023, the Nuclear Regulatory Commission (NRC) will begin a Post-Approval Site Inspection, Phase 2, for License Renewal for your facility. Four inspectors will perform this two-week inspection in accordance with NRC Inspection Procedure 71003. This inspection focuses on activities associated with license renewal:
implementation of aging management programs, regulatory commitments, as well as any tests or inspections of structures, systems, or components.
To minimize the inspection impact on the site and to ensure a productive inspection for both parties, we have enclosed a request for information needed for the inspection. It is important that all these documents are up to date and complete to minimize the number of additional documents requested during the preparation and/or the on-site portions of the inspection.
Please provide this information electronically to the lead inspector. The information request has two groups:
The first group lists information necessary for our initial inspection scoping and in-office preparation activities. During the in-office preparation activities, the team will identify as much as possible the information and activities to be reviewed during the inspection.
This information should be provided to the lead inspector by July 24.
The second group includes additional information required for the team to review the selected activities. This information should be available to the team on July 31st. It is also requested that corrective action documents and/or questions developed during the inspection be provided to the lead inspector as the documents are generated.
The schedule for the inspection is as follows:

IP 71003 Post-Approval Site Inspection for License Renewal Phase 2 The documents and information requested below should generally be made available to the inspection team for the team's use both on-site and off-site. Electronic format is the preferred media, preferably in a searchable format. Electronic media should contain descriptive names and be indexed and hyperlinked to facilitate ease of use. Information in lists should contain enough information to be easily understood by someone who has knowledge of light water reactor technology. If electronic media is made available via an internet based remote document management system, then the remote document access must allow inspectors to download, save, and print the documents in the NRC's office. Electronic media on compact disc or paper records (hard copy) are acceptable. At the end of the inspection, the documents in the team's possession will not be retained.
This document request is based on typical documents that a generic plant might have. As such, this document request is not meant to imply that any specific plant is required to have all the listed documents. In addition, your plant specific document titles may vary from the document titles listed below. We also request that the information provided be sorted by the list below.

Documents requested by July 24, 2023 (prior to on-site inspection) 1.
Provide the complete commitment closure notebooks for license renewal. This information should contain your license renewal commitments, associated aging management programs, closure documentation, implementing documents/procedures, and CRs. For those activities not yet complete, please provide an estimated completion date.

Provide copies of the program basis document for each aging management program.
3.
Provide current management and license renewal organizational charts, electronic copies of Appendix A of the Updated Final Safety Analysis Report, Technical Specifications, Technical Specifications Bases, and Licensee Controlled Specifications.
4.
Provide copies of any internal/external self-assessments, gap analyses, and associated corrective action documents generated in preparation for the inspection.
5.
A list of FSAR updates performed since the last license renewal inspection (performed in June 2021).
6.
A list of License Amendment Requests submitted since the last license renewal inspection (performed in June 2021).
