RE:    NPDES  Permit No. MI0005827 Cook Nuclear    Plant Bridgman, Michigan Final evaluation of thermal discharge performance data on July 10 has revealed that the heat addition effluent limitation of 15.5 x 10 BTU/hr. was exceeded on July 1 through 5, 1991, on Outfalls 001 and 002.
July  1          15.624  x  109    BTU/hr.
2          15.817  x  109    BTU/hr.
3          15.646  x  109    BTU/hr.
4          15.522  x  109    BTU/hr.
5          15.599  x  109    BTU/hr.
The cause      of the exceedances is currently being investigated.
Elevated Lake Michigan water temperatures and fouled condensers are thought to be contributing factors.
Power    reduction    was  initiated    on  July 5  to  meet the heat addition limitation        when  we  initially became    aware of this developing      situation. We      will continue to      investigate the cause and monitor      this condition to ensure compliance.
