SUMMARY
OF JANUARY 25, 2024, PUBLIC MEETING WITH DOMINION ENERGY SOUTH CAROLINA, INC., CONCERNING REVIEW OF NEW SEISMIC HAZARD INFORMATION FOR VIRGIL C. SUMMER NUCLEAR STATION On January 25, 2024, an observation public meeting1 was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Dominion Energy South Carolina, Inc.
(Dominion). The purpose of the public meeting was to discuss the NRC staffs ongoing evaluation of new seismic hazard information as it applies to the Virgil C. Summer Nuclear Station (Summer) under the Process for Ongoing Assessment of Natural Hazard Information (POANHI). Specifically, the meeting was for the NRC staff to present2 the information and assumptions used to perform its initial seismic hazard and risk evaluation. Additionally, the NRC staff provided a table of ground-motion inputs used in its analysis.3 The NRC staff slides discussed how the seismic hazards were derived from the new information. The meeting slides discussed the NRC staffs approach for and inputs to the preliminary seismic risk assessment of the new hazard information. In its discussion, the NRC staff identified some areas where additional information from the licensee using its seismic probabilistic risk assessment model would help refine the analysis. During the exchange, Dominion staff also identified areas in the determination of the seismic hazard input that may benefit from additional refinement.
NRC and Dominion staff discussed opportunities for additional interaction on the evaluation. No decision was made, but possible formats included additional public meetings, audits, and workshops.

No regulatory decisions were made during the meeting.
A list of attendees is provided as an enclosure. One member of the indicated that indicated the NRC staff peak seismic input at 13 Hertz seemed low. The NRC staff agreed that additional discussion on this point may be worthwhile. Another member of the public questioned whether credit is allowed for beyond-design-basis equipment for earthquakes above the safe shutdown earthquake (SSE) of the plant. The NRC staff stated that, from a probabilistic risk perspective, credit is allowed with the amount of credit adjusted for the reduced likelihood of availability of that equipment as the seismic acceleration increases above the SSE.
