SUBJECT:

CALENDAR YEAR 2023 BASELINE INSPECTION COMPLETION This memorandum documents the results of Region IIs implementation of the Reactor Oversight Process (ROP) Baseline Inspection Program. Region II has completed a review and determined that the baseline inspection program was successfully completed for Calendar Year (CY) 2023.

Reactor Program System (RPS) IR Report 8a, which is enclosed, provides the completion status of baseline procedures for all Region II sites. Note that along with the status, some procedures have attached notes as described in IMC 0306. In some cases, procedures are performed on a biennial, triennial, or quadrennial frequency and were not required to be performed in CY 2023. Also, in some cases, procedures were considered complete with less than the minimum samples because sufficient samples were not available for inspection, as allowed by Inspection Manual Chapter 0306. In other cases, all requirements of the procedure were met by work done in another procedure.

RPS IR Report 8a does not include security and safeguards inspection program status.

However, the baseline program for security and safeguards for all Region II sites was also completed for CY 2023.
