SUMMARY
OF SEPTEMBER 9, 2024, PUBLIC MEETING REGARDING POTENTIAL LICENSE AMENDMENT REQUEST CHANGE TO CORE OPERATING LIMITS REPORT AND IMPLEMENT WCAP-17661 FOR V.C. SUMMER NUCLEAR STATION, UNIT NO. 1 (EPID L-2024-LRM-0089)
On September 9, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting1 with representatives from the Dominion Energy (Dominion). The purpose of the meeting was for Dominion to discuss its plans to submit a license amendment request regarding a change to the Technical Specifications (TS) for V.C. Summer Nuclear Station (VCSNS),
Unit No. 1, and to receive NRC staff feedback on what information would be needed to support the NRC staff review of the submittal. The request would change the VCSNS Core Operating Limits Report (COLR) and implement WCAP-17661, Improved RAOC [Relaxed Axial Offset Control] and CAOC [Constant Axial Offset Control] FQ Surveillance Technical Specifications.
During the meeting, Dominion staff presented slides2 that described the proposed change.
NRC staff provided the following comments on information and considerations that would support its review of the proposed change:
Information that demonstrates that the items being relocated to a licensee-controlled document will be appropriately controlled; Information that describes any changes in how uncertainties are addressed; Licensee should consider if examples would be useful; Information that discusses the background on why TS 3.2.3, RCS [Reactor Coolant System] Flow Rate and Nuclear Enthalpy Rise Hot Channel Factor, was originally added to the TSs; and Identify and address any plant-specific differences from the generic approval of WCAP-17661.
The NRC staff did not make any regulatory decisions at the meeting. Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No questions or comments were received from the public.
