SUMMARY

REGARDING PRE-APPLICATION MEETING TO DISCUSS PROPOSED TECHNICAL SPECIFICATION TASK FORCE-425 LICENSE AMENDMENT REQUEST (EPID L-2020-LRM-0049)

On June 24, 2020, a Category 1 public teleconference call was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Dominion Energy South Carolina (DESC) regarding Virgil C. Summer, Unit 1 (Summer). This was a pre-application call to discuss a proposed license amendment request (LAR) to implement risk-informed applications for the relocation of specific surveillance frequency requirements to a licensee controlled program by the implementation of Nuclear Energy Institute (NEI) 04-10, Revision 1 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML071360456) Risk-Informed Technical Specifications Initiative 5b, Risk-Informed Method for Control of Surveillance Frequencies and consistent with NRC Technical Specification Task Force (TSTF) Standard Technical Specifications Change TSTF-425, Revision 3 (ADAMS Accession Package No.

ML090850642) Relocate Surveillance Frequencies to Licensee Control - RITSTF [Risk Informed Technical Specification Task Force] Initiative 5b.

The public meeting notice and agenda, dated June 2, 2020, (ADAMS Accession No. ML20154K556) are available in the NRC Public Meeting website. A list of participants is provided in Enclosure 1.

Public Conference Call During the meeting, DESC gave an overview of the proposed LAR and stated that it intends to submit the LAR in August 2020 and will request a one-year NRC review.

DESC described a number of deviations from TSTF-425, Revision 3, NRC staff emphasized the importance of clearly identifying all deviations to minimize the potential of Requests for Additional Information.

DESC discussed the Summer Probabilistic Risk Assessment (PRA) quality status, peer review open Facts and Observations (F&Os) disposition approach. DESC stated that it had more than 100 open F&Os that it intended to submit in the LAR without formally closing them using the independent peer review process. DESC stated that the open F&Os are from previous peer reviews and have been reviewed by the NRC staff in the past. DESC stated they plan to include a matrix in the LAR to address each of the open F&Os on their applicability to the specific surveillance frequencies.

NRC staff emphasized the application reference previous NRC reviews and include information, such as the ADAMS accession number and page number, so that information about the previous NRC review can be quickly located. NRC staff stated that the review of a large number of open F&Os may take significant resources, potentially extending the time of the review, and offered that an NRC audit of the F&Os may be suggested to more efficiently complete the review.

DESC stated that there are two PRA upgrades related to common cause factor methodology and human reliability analysis. NRC staff stated that an independent peer review process to close F&Os is generally required for PRA upgrades. The NRC staff stated they would need to discuss this approach internally as this could potentially be a reason for non-acceptance of the application.

DESC proposed follow-up discussions with the NRC staff regarding the approach to take for PRA upgrades. Therefore, a public meeting is scheduled on July 23, 2020, to discuss PRA upgrades and open F&Os.
