s APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Docket No. 50-354 Hope Creek Generating Station License NO. NPF-57 As a result of the inspection conducted on January 24, 1989 - March 13, 1989, and in accordance with " General Statement of Policy and Procedure for NRC Enforcement Actions", 10 CFR 2, Appendix C (Enforcement Policy 1988), the following violation was identified:

Technical Specification 6.8.1 requires that written procedures be established, implemented and maintained covering the activities recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978, which includes administrative procedures.

Station Administrative Procedure (AP) SA-AP.ZZ-13, Control of Temporary Modifications, step 5.12 requires that electrical jumpers used for trouble-shooting must be removed within 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> or must meet the administrative controls established for temporary modifications in AP SA-AP.ZZ-13.

Contrary to the above, on March 24, 1988, two electrical jumpers were installed in the controls of the drywell equipment drain pumps without meeting the administrative controls for temporary modifications and were not removed until discovered by plant personnel on February 5,1989.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, Public Service Electric and Gas Company is hereby required to submit to this office within 30 days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
