4 APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Docket No. 50-354 Hope Creek Generating Station License No. NPF-57 As a result of the _ inspection conducted on January 1,1987 - February 9, 1987, and in accordance with " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1986), the following violation was identified:

A. Technical Specification 3.4.3.1 requires that when the drywell leak detection atmosphere gaseous radioactivity monitoring system is inoperable, grab samples of the containment atmosphere be obtained and analyzed at least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

-Contrary to the above, the drywell leak detection atmosphere gaseous radioactivity monitoring system was inoperable during the period January 1-5, 1987, and no grab samples were taken on January 3, 1987, and January 4, 1987.

This is a Severity Level IV violation (supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Public Service Electric and Gas Company is hereby required to submit to this office within 30 days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
