NOTICE OF VIOLATION Public Service Electric and Gas Company Docket No: 50-354 Hope Creek Generating Station License No: NPF-57 During an NRC inspection conducted between September 20,1998,through October 31, 1998, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, Revision 1, the violation is listed below:

Technical Specification 6.8.1 requires, in part, that written procedures shall be established. implemented, and maintained for applicable activities recommended in Appendix A of NRC Regulatory Guide 1.33, Quality Assurance Program Requirements, Revision 2, dated February 1978.

Appendix A of NRC Regulatory Guide 1.33, Revision 2, February 1978 (Section 9) recommends that maintenance that can affect the performance of safety-related equipment should be properly prescribed and performed in accordanca with written procedures appropriate to the circumstances.

Hope Creek maintenance procedure HC.MD-GP.ZZ-0014(Q), Sing /e Ce// Battery Charge and/or Ce// Replacement, Section 5.6, requires that single cell charging shall only be used for non 1E (non safety-related) batteries or 1E (safety-related) battery banks that have been declared inoperable.

Contrary to the above, on October 1,1998, electricians placed a single degraded cell (No. 31) associated with an operable 1E battery bank (125 Vdc battery No.1C-D-447) on a single cell charge.

This is a Severity Level IV violation (Supplement 1).

The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence and the date when full compliance will be achieved is already adequately addressed on the docket in the enclosed Inspection Report No. 50-354/98-10. However, you are required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description there does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation,"

and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 with a copy to the Regional Administrator, Region I, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).
