APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Docket No. 50-354 Hope Creek Generating Station License No. NPF-57 As a result of the inspection conducted on August 12 - September 8, 1986, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1986), the following violation was identified:

Technical Specification 6.8.1 requires that written procedures be established, implemented, and maintained covering the activities recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978 which includes Administrative procedures.
Station Administrative Procedure SA-AP.ZZ-044(Q) " Station Aids Program" requires that all Station Aids such as tables, graphs, and other information used to assist station personnel be formally approved, issued and controlled.
Contrary to the above, on September 5, 1986, operator aids were identified in 120 Volt, IE electrical distribution panels 1AJ481, 1BJ481, 1CJ481, and 1DJ481 and on relay cabinets in the lower control equipment room that were not formally approved, issued or controlled.
This is a Severity Level V violation (Supplement 1).
Pursuant to the provisions of 10 CFR 2.201, Hope Creek Generating Station is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:
(1) the reason for the violations, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
