APPENDIX A NOTICE OF. VIOLATION

Public Service Electric and' Gas Company Docket No. 50-354 Hope Creek Generating Station License No. NPF-57 As a result of'the inspection conducted on January 5,1988 - February 8, 1988, and in accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1986), the following violation was identified:

A. Technical Specification 3.3.7.10 requires that the liquid radwaste discharge line to the cooling tower blowdown line isolate, if a circuit failure or instrument downscale failure occurs. Surveillance test '

requirement 4.3.7.10 requires this isolation function be tested quarterly.

Contrary to the above, on January 6,1988, it was determined that the "

liquid radwaste discharge line to cooling tower blowdown line does not isolate on circuit failure or instrument downscale failure and this function had not been tested at quarterly intervals.

This is a Severity Level IV violation (Supplement 1) ,

Pursuant to the provisions of 10 CFR 2.201, Public Service Electric and Gas Company is hereby required to submit to this office within 30 days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which nave been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance j will be achieved. Where good cause is shown, consideration will be given to extending this response time.
