APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Docket No. 50-354 Hope Creek Generating Station License No. NPF-57 As a result of the inspection conducted on December 1-4, 1986, and in accordance with the NRC Enfor. cement Policy (10 CFR 2, Appendix C), the following violation was identified:
Section 6.8.1.(a) of Appendix A to Facility Operating License NPF-57, Technical Specifications, requires that written procedures shall be estab-lished, implemented and maintained, covering the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February, 1978.
In addition, Section 6.3 of the Technical Specifications requires that each member of the unit staff shall meet or exceed the minimum qual-(
ifications of ANSI /ANS 3.1-1981 for comparable positions.
Station Admin-istrative Procedure SA-AP.ZZ-014(Q), Station Personnel Qualification and Training, written pursuant to the above requirements, requires that the Hope Creek General Manager authorize in writing, deviations from ANSI /ANS 3.1-1981 qualification requirements for subordinate positions when the combined education, experience, and managerial competency of an individu-al is judged sufficient to ensure adequate performance of designated re-sponsibilities and will not degrade the staff overall qualifications.
Contrary to the above requirements, the Hope Creek General Manager did not authorize in writing, the deviation of the Acting Chemistry Engineer from ANSI /ANS 3.1-1981 qualifications as required by the procedure.
This is a Severity Level V violation (Supplement I).
Prior to the conclusion of the inspection, the licensee committed to generating the required authorization. Therefore, because corrective action was taken, no response to this Notice is required.
