As a result of the inspection conducted on June 9,1987 - July 13,1987,

and in accordance with " General Statement of Policy and Procedure for NRC 1
Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1986),
i the following violation was identified:
A.
Technical Specification 3.8.4.2 requires the thermal overload protection bypass circuit of certain motor operated valves to be operable.
The designated valves include service water intake screen spray wash isolation valves, 1EP-HV-2225 A/B/C/0, and the turbine auxiliary cooling to safety auxiliary cooling system return isolation valves, 1EG-HV-2496 A/B/C/D.
Contrary to the above, on or after June 27, 1987, valves 1EP-HV-2225 A/B/C/D and 1EG-HV-2496 A/B/C/D did not have the required thermal overload protection bypass circuit installed.
This is a Severity Level IV violation (Supplement 1).
Pursuant to the provisions of 10 CFR 2.201, Public Service Electric and Gas Company is hereby required to submit to this office within 30 days of the date of the letter which transmitted this Notice, a written statement l
or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
