! APPENDIX B j NOTICE OF VIOLATION REQUIRING NO RESPONSE j Public Service Electric and Gas Company Docket No: 50-354 Hope Creek Generating Station License No: NPF-57 4

, During an NRC inspection conducted on February 2,1997 to March 15,1997, a violation j of NRC requirements was identified. In accordance with the "Genere! Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the vialation is listed below:

l 10 CFR 50, Appendix B, Criterion XVI requires in part that, in the case of i significant conditions adverse to quality, measures shall be established to assure that the cause of the condition is determined and that corrective action is taken to j preclude repetition.

Contrary to the above, on February 4,1997, the reactor core isolation cooling l system turbine exhaust check valve experienced a repeat inservice test failure, a i significant condition adverse to quality. Corrective action was not taken to

preclude repetition of this condition following earlier valve failures in November i 1992 and January 1995. ]

l This is a Severity Level IV violation (Supplement I).

i The NRC has concluded that information regarding the reason for the violation and corrective actions taken and planned to correct the violation and prevent recurrence has already been adequately addressed on the docket in Hope Creek Generating Station Licensee Event Report (LER) 97-03-00, dated March 6,1997. However, Public Service Electric and Gas company is required to submit a written statement or explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, or if you choose to respond, clearly mark your response as a " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region I, and a copy to the NRC Resident inspector at the f acility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice).
