APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Docket No. 50-354 i Hope Creek Generating Station License No. NPF-50 As a result of the inspection conducted on May 19-30, 1986, a violation of NRC requirements was identified. The violation involved use of temporary procedures for performance of surveillance tests which were not approved prior to use. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR 2, Appendix C, the violation is listed below:

j Technical specification 6.8.2 requires, in part, " procedures for surveillance and test activities of safety related equipment shall be reviewed by either the SORC or by designated Station Qualified Reviewers j and approved by the Department Manager prior to implementation" Contrary to the above, 9 temporary procedures used to satisfy surveillance activities (OP-TE.AB-102, OP-TE.EE-101, OP-TE.BC-101, OP-TE.BC-105, j OP-TE.BE-101, OP-TE.JE-008, OP-TE. AE-102, OP-TE.SE-101, and OP-TE.BF-101) were implemented without prior review of the procedure by the SORC or designated Station Qualified Reviewer and prior to approval by the

! Department Manager.

I This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Public Service Electric and Gas Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including

(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
