REACTOR SHUTDOWN IN EXCESS OF 72 HOURS On November 15, 1998. Hope Creek experienced a turbine trip while '

' operating at 95 percent power due to a high level condition on one of the two moisture separators. The reactor automatically shut down in response '

i to the turbine trip per design. Just prior to the transient, operators were tagging an instrument air line that affected several- feedwater heaters that were already out of service for maintenance. However, a system drawing used to develop the tagoul. did not show an additional air i supply to additional level control va' . for the moisture separator drain tanks. Consequently, when this supply was isolated, a moisture

! separator level transient occurred ar asulted in the high moisture separator level turbine trip. The o utall plant response to the l transient was normal, except that the 'D' safety / relief valve lifted

about 50 psig below the nominal 1130 psig technical specification required setpoint.

l PSE&G is evaluating the incorrect system drawing. PSE&G has declared the t

relief valve function of the 'D' safety / relief valve inoperable and is assessing the operability of the automatic depressurization system l furction of the valve. PSE&G plans to complete the post-transient analyses and corrective actions on about November 18, with plant startup L to follow, t

The resident inspector responded to the event, performed a detailed 1 walkdown of the control room and interviewed the control room operators.

PSE&G issued a news release on November 15, 1998.
