APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Docket No. 50-354 Hope Creek Generating Station License No. NPF-57 As a result of the inspection conducted on October 20-31, 1986, and in accord-

. ance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified

1 10 CFR 50, Appendix B, Criterion XVII, states-in part " records shall be...

maintained in facilities that provide suitable environment to minimize deterioration or damage and to prevent loss."

l FSAR Section 17.2.1.1.1, Nuclear Quality Assurance (sub paragraph o.)

commits to Regulatory Guide 1.88 which endorses ANSI N45.2.9-1974 and NFPA No. 232-1975 m

ANSI N45.2.9-1974, states in part, " Provisions shall be made in storage arrangement to prevent damage from condensation." and "For storage of film and other special processed records, humidity and temperature controls shall be provided to maintain an environment. . . ."'

t Further, NFPA No. 232-1975, Chapter 3, Section 341 (File Room Operating i Practices) states in part, " Filing equipment shall be noncombustible throughout. All records shall be stored in fully enclosed containers as

far as possible."

Contrary to the above, as of October 27, 1986, the special storage trailer used exclusively for the storage of radiographs had part of its flooring damaged by moisture that was still evident and the humidity / temperature indicator was-beyond its calibration cycle. Additionally, cardboard boxes containing records awaiting microfilming and radiographs to be transferred i to permanent storage were stacked in rows on the floor of both special i File Room Trailers.

This is a Severity Level IV violation. (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, Public Service Electric and Gas Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or ex-planation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid

further violations; and (3) the date when full compliance will be achieved.

L Where good cause is shown, consideration will be given to extending this res-ponse time.
