j During an NRC inspection conducted on December 22,1996 to February 1,1997, a
[
violation of NRC requirements was identified. In accordance with the " General Statement:
i of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below:
Hope Creek Technical Specification 6.8.1 requires, in part, that applicable procedures be i
established, maintained and followed for activities including surveillance and test activities j
of safety related equipment.
j Contrary to the above, on July 17,1996, operators performed a logic system functional test of the Traversing in-core Probe (TIP) primary containment isolation system logic per technical specification surveillance requirement 4.3.2.2, a surveillance activity for safety related equipment, and the applicable procedure was not properly established or maintained, such that the procedure did not adequately test all of the logic system i
functional test pathways of the TIP isolation logic.
This is a Severity Level IV violation (Supplement 1).

The NRC has concluded that information regarding the reason for the violation and the j
corrective actions taken and planned to correct the violation and prevent recurrence has already been adequately addressed on the docket in Hope Creek Generating Station Licensee Event Report (LER) 95-033-07, dated July 24,1996. However, Public Service i
and Electric and Gas Company is required to respond to the provis ons of 10 CFR 2.201 if the description therein does not accurately reflect the Licensee's corrective actions or positions.' in that case, or if the Licensee chooses to respond, clearly mark the response' as a " Reply to a Notice of Violation", and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region I,475 Allendale Road, King of Prussia, Pennsylvania l-19406,' and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation i :
