SAFETY EVALUATION REPORT FOR RELIEF REQUESTS FROM EXAMINATION AND HYDROSTATIC TEST REQUIREMENTS OF SECTION XI, ASME CODE / NORTH ANNA POWER STATION, UNIT NO. 1 (NA-1)

The Inservice Inspection Program for NA-1 is based upon the requirements of the 1974 Edition through Summer 1975 Addenda and the 1977 Edition throagh Sumraer 1979 Addenda of Section XI of the ASME Code for component examinations and system hydrostatic tests, respectively. As required by 10 CFR 50.55a(g)

(5)(111), Virginia Electric and Power Company (VEPC0), by letter dated February 6,1987, submitted 20 requests for relief from certain examination and hydrostatic test requirements of these Coda Editions and Addenda with information in support of the determinations that the req 91renents were impractical to perform at NA-1.

! The staff's review of VJPCO's submittal dated February 6,1987 resulted in a number of ouestions concerning the relief requests and supporting information.

I By telecons on March 24 and April 29, 1987, the staff discussed there matters with VEPC0 personnel. As a result of these discussions, VEPC0 revised portions of the February 6,1987 submittal and withdrew three relief requests as reflec-ted in a revised submittal dated May 22, 1987.

, The staff has completed the review and c"aluation of the requests and support-l ing information contained in the orig'nal and revised submittals. We have determined that the necessary findings can be made to grant relief from the c4 amination and hydrostatic test requirements of Section XI of the ASME Code.

The bases for our conclusions are contained in the enclosed Safety Evaluation Report.

Stewart For the reliefs that have been granted, we have detemined that the propo:,ed alternatives are acceptable pursuant to 10 CFR 50.55a(a)(3), or pursuant to 10 CFR 50.55a(g)(6)(1), the Code requirements are impractical and that the gran-ting of the reliefs is authorized by law and will not endanger life or property, or the commen defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirement was impressed on the facility.
